It was sent on BBC headed paper to a military musician who originally sent their private music and asking the support of H.Waterman which he has responded how he would be pleased to help him in the BBC. It is personally written and hand signed by H.Waterman centrally folded from where originally posted but in otherwise truly outstanding condition.. Waterman was an administrative music executive working behind the scenes for the BBC Administrative Division during the late 1930s and into the 1940s responsible for the legal routing, rental, and copyright clearance of sheet music and orchestral scores used in live BBC regional broadcasts.  One of his most notable documented exchanges from May and June of 1939 involves coordinating the BBC production of Symbolistic Study, No. 3. He managed the complex licensing and legal fee payments with famous American composer Arthur Farwell to allow the piece to be broadcast live by the BBC regional network in Belfast.
